1. Can ideogram be marked over ideogram?

2. Can part of ideogram not on paper touch other ideogram whether on paper or not, so to speak?

You should not be creating ideograms over the top of each other. Not sure what you mean by your second question though.

I personally use an entire page and create 3 ideograms for each prompt, which gives me plenty of room to avoid said issues.

If you are forced to constrict your ideograms so they don't touch or go off the page (because you don't have room) that may also cause problems.
