 T and I
If in S4 I get "blue sky", I am not sure where to put it. The blue and sky are all one thing, and it feels wrong to separate the two concepts.
What to do with that? Blue under S and sky under I?

In answer to your question:
Technically, yes, except that (in your example) sky (atmosphere)/cosmic background is a T.
(S4.5 is only employed in cases that are more ideationally complex).
